Most SPF contractors don't start with a safety program gap because they don't care about safety — they start with a gap because there was never a clear starting point. Between running jobs, managing crews, and keeping the business moving, 'build a documented safety program' tends to stay on the someday list. Here's a practical order of operations.

1. Start with the hazard assessment

Everything else in your program depends on this. Walk through what your crew actually does — the SPF systems you spray, the spaces you work in (attics, crawl spaces, open framing, occupied structures), and who's present during application. This becomes the documented basis for your PPE selection under OSHA's PPE standard (29 CFR 1910.132) and shapes your respiratory protection program.

2. Get your safety data sheets in order

Pull the current SDS for every SPF chemical system you use and put them somewhere accessible on every job site — not filed away at the office. This is a direct requirement under OSHA's Hazard Communication standard (29 CFR 1910.1200) and it's also your best reference for product-specific re-entry timing and handling guidance.

3. Write the respiratory protection program

This is usually the piece that feels most intimidating, but it breaks into concrete steps: designate an administrator, document respirator selection reasoning, set up medical evaluations before anyone is fit tested, schedule fit testing, and build a training outline. 4. Document your PPE program

Turn your hazard assessment into the written certification OSHA's PPE standard requires, specify exact PPE by type and material (not just 'gloves' — isocyanate-rated gloves), and confirm your process for providing PPE to employees at no cost.

5. Build your ventilation and re-entry procedures

Document, per job type, how the space will be ventilated during application and what re-entry timing applies based on the product's SDS. This is also where you document HVAC isolation steps for occupied-structure work.

6. Set up your training and recordkeeping system

This is the piece that ties everything together and the one OSHA will ask for first if an inspection happens. A simple per-employee training file — hazard communication training, PPE training, medical evaluation and fit test records — beats an elaborate system that never gets maintained.

7. Build the new-hire onboarding checklist

Once the program exists, make sure every new crew member goes through the same documented sequence before they're on a job site independently. This closes the most common gap in otherwise decent safety programs — informal, inconsistent onboarding.
