OSHA Citations Spray Foam Contractors Actually Get

Every year OSHA publishes a list of its most frequently cited standards across general industry and construction nationally. It's not a spray-foam-specific list — it covers every inspected workplace, from warehouses to roofing crews to manufacturing plants. But if you run an SPF operation, several of the standards that land near the top of that list every year are ones your crew almost certainly encounters on a normal week.
The standards that matter most for SPF crews
In OSHA's FY2025 top-10 list, Hazard Communication ranked #2 overall, and Respiratory Protection (29 CFR 1910.134) ranked #5, with 1,953 total violations recorded that year. OSHA's own reporting noted the single most common cause of respiratory protection violations was employers failing to provide required medical evaluations before workers were fit tested or required to wear a respirator.
Hazard Communication (29 CFR 1910.1200)
This standard governs safety data sheets, chemical labeling, and employee training on chemical hazards. For an SPF crew working with isocyanate-based two-component chemistry every day, gaps here are common and avoidable — an out-of-date SDS binder, unlabeled secondary containers, or a new hire who was never walked through what they're actually spraying.
Respiratory Protection (29 CFR 1910.134)
Given that a lot of SPF application requires respirator use, this standard's requirements — a written program, medical evaluations, fit testing, and training — apply to most SPF operations directly. The most common citation cause nationally (missing medical evaluations) is a specific, fixable gap: it means an employer skipped a required step before putting someone in a respirator, not that the respirator itself was wrong.
PPE and Eye/Face Protection
OSHA's PPE standards (general industry 29 CFR 1910.132, and the construction-specific eye and face protection standard) require a documented hazard assessment and appropriate equipment selection. For SPF work, that assessment should point clearly toward chemical-resistant coveralls, isocyanate-rated gloves, and eye/face protection — but the documentation itself, not just having gear on hand, is what OSHA checks first.
Fall protection and ladder/scaffold access
SPF crews frequently work in attics, on roof decks, or from ladders and scaffolding to reach wall cavities and roof lines — all areas where OSHA's fall protection and scaffolding standards apply. These standards were the #1 and #6 most cited nationally in FY2025, respectively, and are relevant any time SPF work involves elevated access, not just the chemical-handling side of the job.
The pattern behind most citations
Across all of these, the common thread isn't exotic or hard-to-know requirements — it's missing documentation and skipped steps in programs that mostly exist. A written respiratory protection program without medical evaluation records, a PPE routine without the underlying hazard assessment certification, chemicals in use without a current SDS on-site. Building a documented program before an inspection happens is the single highest-leverage move an SPF contractor can make.
